Our MISSION is to provide competent and compassionate adoption services to birth parents, prospective adoptive parents, and children needing a forever family.
Adoption by Shepherd Care was founded in 1980 as a 501(c) (3) nonprofit agency. Our main program areas include:
- Comprehensive services to expectant parents making an adoption plan
- Domestic Adoption Services
- An international program in Colombia, Honduras, and Jamaica.
- Other services including domestic and Hague-approved international home studies, post-adoption supervision, and pre-arranged adoption services
As we reflect on over 40 years as an agency, we celebrate the thousands of families and birthparents we have been privileged to serve. We look forward to many more years to come!

Birth Mother Counselor
Kira serves as ASC’s main birth mother counselor in South Florida office. She provides adoption counseling & education to birth mothers making an adoption plan. She assists birth mothers with their financial, medical, grocery, and housing needs during their pregnancy. She assists them on setting goals and direction of their life after placing their child for adoption.
Angela serves as ASC’s Home Study & Post Adoption Supervisor. She prepares the prospective adoptive parents prior to adopting and works with them after adopting to make sure everyone is adjusting. Angela has a unique perspective in preparing couples because not only does she do home studies, but she has 2 wonderful boys through adoption.
Terri came to ASC in January 2007 after working over 15 years in crisis pregnancy centers. Terri serves as ASC’s Orlando Supervisor and as ASC’s Canadian Program Coordinator. She truly has a heart for women who choose adoption for their child.
Claudia serves as ASC’s International Program Coordinator for the Honduras, Jamaica, & Colombia programs. She helps couples through the entire process of being prepared to adopt a child from Colombia. Claudia coordinates with ASC’s representative in Colombia to make sure all paperwork is complete and ready to present to all officials while the family is in the country. When the family returns home she will meet with them to make sure everyone is adjusting.
Oscar serves as ABSC’s Colombia representative in Bogota, Colombia. He represents ABSC to ICBF to maintain ABSC’s accreditation. He meets with the families at all appointments on time and with all appropriate documents. He coordinates in Colombia so that all adoptions are processed legally and in a timely manner.
Heidi works with couples to complete their home study and educate families on a variety of adoption topics and issues. Heidi works with birth mothers assisting them through the adoption process. She meets with adoptees to answer questions they may have regarding their adoption.
Trey Miller, P.A.
Trey has represented ASC for over 13 years. He does all the filings, Termination of Parental Rights, and Finalizations. He prepares the families to appear in court to finalize their adoption. Trey represents the agency when there is an Intervention case. He trains the staff on current cases and provides updates to all changes in Florida’s adoption statutes.
Marilyn has served in many capacities for ASC during her 14 years with the agency. Currently, Marilyn serves as ASC’s receptionist. She coordinates with Medicaid, Social Security, Florida Office of Vital Statistics, completes legal packets for ASC’s attorney, coordinates all appointments for the staff on a master calendar, and communicates with families and birth mothers regarding their exchange agreements.
Mike is the Financial Manager for ASC. He prepares all invoices for families and vendors. He assists with the preparation of annual taxes, financial reports, and budgets.
Nidia serves as Director of Social Services and the International Programs Director. She supervises home study staff to ensure all prospective adoptive parents are prepared to adopt. She works with birth mother counselors to make sure they are thoroughly prepared. She meets with the Government representatives of the countries ASC is approved in to make sure all information and the adoption process is current and accurate.
Joe has served as Executive Director of ASC since July 2001. He is responsible for the vision, direction, and development of ASC. He oversees the daily operations including social services provided, vendors, finances, and the Board of Directors. He believes the mission of Adoption by Shepherd Care is to serve birthparents and adoptive families with competence, compassion, and passion.
